I bet that one state giving out licenses to non English speaking peoples is Illinois. There are SO MANY people driving in IL that have no idea what a speed limit, signal lights or stop and yield signs mean - it's like driving on a unruly race track.

Unqualified CDL drivers have killed or injured way to many people. If you can't read English, how do you read speed limit signs, highway warning signs, etc.. Several years ago, one of those unqualified drivers, that didn't speak/read English, didn't understand the safety signs telling him to down shift to low gear on I-70. Including signs for the runaway truck ramps. By the time he got down to the populated areas, his brakes were gone. He hit a backup in rush hour and couldn't stop. He plowed into several stopped cars. I can't remember how many were injured or, if anyone died. My husband, son, and a close family friend, were all CDL licensed truck drivers. All of them went through training and had to pass a written and driving test to get their CDL's. None of are still driving anymore due to personal reasons.
