If a refinery in Europe is desperate and willing to pay $120/barrel, American producers will sell it to them rather than keeping it at home for $80/barrel. Even if the U.S. ran its export terminals at 100% capacity 24/7, there would still be a global shortfall of roughly 15 million barrels every single day.
