Then they found there was rampant Fraud. Then the government stopped all new approvals, cracked down on enforcement, reduced reimbursement, which resulted in nearly all of the Home Health and Hospices closing down. Now, 20+ years later, they finally figured out why they nearly shut down the entire industry back then. Today Politicians and regulators are throwing their arms in the air saying who could have seen this coming.
